Home Study / Preplacement Assessment Requirements Policy
International Adoption Guides will conduct a preplacement assessment within 90 days after a client’s application is accepted. The assessment will include, but is not limited to, at least one home visit, one face-to-face meeting with each individual family member over the age of six years old and one group meeting. The assessment will include, but is not limited to, the information listed below.
According International Adoption Guides policies and procedures, North Carolina Adoption Services regulations section C- 10NCAC 41P .0108 and INS Guidelines home studies accepted by International Adoption Guides must include the following criteria.
1. The applicant’s reason for wanting to adopt
2. The strength and needs of each member of the household and extended family
3. Attitudes of applicants and significant others in regards to parenting children not born to them
4. Attitudes of the applicants towards the reason the child is available for adoption
5. Attitudes of the applicants towards child behavior and discipline
6. The applicants’ plan for discussing adoption with the child
7. The applicants’ ability to cope with stress, frustrations, crisis, and loss
8. The applicants’ ability to give and receive affection
9. The applicants’ child-caring skills and willingness to acquire new skills
10. The emotional stability and maturity of applications
11. The applicants’ ability to provide for the child’s physical and emotional needs
12. The applicants’ financial status
13. Medical Report approving family as adoptive parents
14. Marital history
15. Economic status including property and income
16. The applicants’ strengths and needs of birth children or previously adopted children
17. Personal visit and description of home, physical environment and community
18. Applicants’ religious orientation, if any.
19. References shall come from persons who have observed the applicants in situations that may indicate their capacity for parenthood
20. Documentation of age
21. Applicants’ social and cultural backgrounds
22. Race and Religion
23. Physical and personality characteristics
24. One interview in person
25. One home visit
26. State number of interviews
27. The applicants’ plan for child care if parents work
28. Child abuse and police clearances
29. Must ask each adult in household whether he/she has history of substance abuse, sexual or child abuse, domestic violence (even if it did not result in an arrest or conviction) and any crime other than a minor traffic violation. Adults’ responses must be included in home study
30. Statement of previous rejection for adoption or prior unfavorable home study
31. Discussion of the processing expenses, difficulties and delays associated with international adoption
32. Authority of preparing person to conduct home study in the residing state of adoptive parents.
